DiMasi, Cognos associates indicted

Former Massachusetts House Speaker Salvatore DiMasi, Cognos ULC sales agent Joseph Lally, Richard McDonough, a lobbyist for Cognos and former DiMasi campaign treasurer Richard Vitale were indicted today in the U.S. District Court, District of Massachusetts.
All four men were indicted on charges of conspiracy, honest services mail fraud; aiding and abetting; and honest services wire fraud, according to a copy of the indictment obtained by The Boston Globe.
The indictments center around DiMasi’s awarding of computer software contracts for the state to friends, who benefited with commissions and fees of hundreds of thousands of dollars between 2004 and 2008. The state contracts consisted of about $5 million for an education data warehouse and reporting system with the state department of education, and about $15 million for a performance management system for the state department of administration and finance.
The alleged scheming involved DiMasi’s acceptance of checks worth several thousand dollars each month, including a $25,000 check in one month, from Cognos.
On January 27, DiMasi resigned as speaker of the house.
Cognos, acquired by IBM in early 2008, was based in Canada but maintained its U.S. headquarters in Burlington.
